Transnational ISIS-Inspired Plot Thwarted: Extradition of Muhammad Shahzeb Khan to Face Terrorism Charges in New York
In June 2025, Muhammad Shahzeb Khan, a 20-year-old Pakistani national residing in Canada, was extradited to the United States to face federal charges of attempting to materially support the Islamic State of Iraq and al-Sham (ISIS) and planning a mass shooting at a Jewish community center in New York City. According to the Department of Justice, Khan—also known as Shahzeb Jadoon—began expressing support for ISIS on encrypted messaging applications in November 2023 and distributed propaganda videos and literature. Law enforcement officers subsequently posed as ISIS associates, with whom Khan communicated operational details, including procurement of AR-style assault rifles, ammunition, and hunting knives “so we can slit their throats.” He targeted a Jewish center in Brooklyn, New York, and outlined plans for illegal entry into the United States via the Canada–U.S. border. justice.gov6abc.com
Khan was provisionally arrested by Canadian authorities on September 4, 2024, approximately 12 miles from the U.S. border in Ormstown, Quebec. His extradition on June 10, 2025, resulted from cooperation between the FBI’s New York, Chicago, and Los Angeles Field Offices, the U.S. Department of Justice’s Office of International Affairs, and Canadian law enforcement. In New York federal court, Khan faces one count of attempting to provide material support and resources to a designated foreign terrorist organization and one count of attempting to commit acts of terrorism transcending national boundaries.
