State Income Taxes in 2023: Where Americans Paid the Most Per Person
In 2023, the average American paid $1,395 in state income taxes per person. On a state-by-state basis, Oregon recorded the highest average at $3,123.07 per person, followed by Massachusetts at $3,097.34 and New York at $2,970.49.
The same dataset shows that Washington, DC was higher still at $4,465.88 per person, but that figure reflects local income taxes, not state income taxes. That distinction matters because DC is not a state, and its tax collections are categorized differently in the source material.
These figures come from reporting based on the U.S. Census Bureau’s Annual Survey of State Government Tax Collections, which summarizes taxes collected by state across major tax categories. USAFacts cites the Census Bureau’s 2023 state and local government finance historical tables as the underlying source for the per-person tax figures used in its analysis.
A useful way to read the numbers is that they describe average tax collections per person, not what every individual taxpayer literally remitted. Even so, the ranking is clear: among states, Oregon, Massachusetts, and New York were at the top in 2023, while DC exceeded them on a local-tax basis.
